Labor (Union members) Representation on the Board of Trustees 

  • Union is currently not represented at Board of Trustees meetings
  • An Executive Board member (President or Executive Board member) should be present at each meeting
  • Shows the Trustees and Administration that Union is present, engaged and participating
  • Work to include Labor representative on the Board of Trustees

Review Titles and Salaries

  • Review base salaries and compare to duties and responsibilities to ensure members are working within title. 
  • Compare to New York Public Library and Brooklyn Public Library job listings to ensure titles and salaries are comparable

No Union Dues Increase

  • Eliminate .45 cents increase beginning July 2022
  • No dues increase in 2022 or 2023
  • Candidates will, if necessary, forego stipends for the remainder of the year and adjust the 2023 budget to eliminate increases
  • We are currently dealing with the highest inflation rate in 40 years and members need some relief with rising costs at every turn

Transparency

Local 1321 

  • Make Local 1321 webpage more transparent and useful for members
  • Display number of current members (824), total number of members (904), current number of vacancies (?)
  • Update calendar to include future meeting dates and times, election information and other important events and dates
  • Post Steps & Titles on webpage so that members can calculate that their salary is accurate
  • Create site for members to login to access meeting notes and other sensitive documents
  • Disclosure of your Local 1321 President having a combined salary of over $120,000 (working full-time as Local 1321 President and part-time as DC37 Secretary) Is this a concern?

Staffing & Payroll Levels

  • 100+ Union positions vacant due attrition and retirement
  • Administration filling vacant positions too slowly
  • Payroll from vacant Union positions needs to be redirected back to Union members and not used for QPL President's new salary increase (retroactive to 2019), the promotion of 5 Directors to Vice Presidents, and a proposed 2-4 % increase (retroactive to July 2021) for Executives and non-Union members

                                        

Fairness


Health Survey

  • Known as Health Screening Questionnaire that staff are required to fill out before reporting to work 
  • Compensation for 3 days accrued by full-time staff working onsite
  • Based on daily average of 5-minutes to fill out survey and forward to Supervisors, staff members have given 3+ days to the Library without being paid

25-day Involuntary Transfer

  • Compensation for members or work to eliminate 
  • A destructive practice that uproots an employee for 5 weeks that affects all members in public service
  • Used regularly as a tool to assist Administration in keeping staffing levels low 
  • NYPL and BPL do not have such a practice in their working conditions contract

Kronos 

  • 5-minute grace period, both at start and end of workday without Supervisor approval (currently cannot punch out 5 minutes before closing, delaying our departure)
  • Expand grace periods at starting time for travel emergencies


Other Working Conditions: Shift Differential, Travel Reimbursement for Temporary Assignment and Extreme Temperature Conditions

  • Shift Differential Increase of 3%. Shift differential is 10%, since 1995 contract. NYPL approved a 3% increase in 2019
  • Travel Reimbursements for Temporary Assignment, from $9.00 to $20.00, automatically added to Kronos and no receipts necessary
  • Extreme Temperature Conditions from  62 - 85/44 percent humidity to 65 - 81 using comparison to NYPL and BPL working condition contracts and in line with OSHA guidelines
